A credible award needs a conflict process before a jury.

A proposed operating method for declarations, recusals and a decision record that does not depend on personal assurances.

A declaration and recusal process protects a balanced award decision.

THE USEFUL IDEA

Disclosure starts the process; a conflict must then be assessed, managed and reflected in access and decision-making.

Define a conflict without accusing the person

A conflict of interest does not automatically mean that a person has behaved improperly. It means another relationship or interest may affect, or appear to affect, the judgement expected in the role. UKRI’s published guidance is a useful international example of treating actual, potential and perceived conflicts as matters to identify and manage. It is research-funding guidance, not an award certification or a statement of Omani law. For a proposed business award, the organiser should write its own clear policy and obtain appropriate professional review where needed before asking judges to accept appointments.

Collect declarations against the actual entries

A general declaration at appointment is not enough if the entry list later changes. Give each assessor the information needed to recognise relevant relationships, without disclosing unnecessary confidential details. Ask about current and recent employment, advisory work, material commercial relationships, financial interests and close personal connections according to the programme’s defined policy. Let applicants identify possible conflicts through a controlled route as well. Assign a person independent of the affected assessment to decide how a declaration is handled. When the situation is uncertain, pause assignment rather than asking the judge to reassure everyone that they will be fair.

Separate sponsorship from assessment authority

The sponsorship agreement should specify visibility and deliverables, not influence over who qualifies or wins. A commercial partner should not receive a private route to change scores, select a favourable jury or suppress an eligible competitor. Record who can appoint assessors, approve eligibility decisions and resolve process disputes. If a sponsor representative contributes relevant expertise, any assessment role requires the same scrutiny and conflict controls as another participant. The organiser should also consider whether that role would undermine public confidence even where a narrow technical conflict could be managed. Payment is not a credential for judgement.

Make recusal operational

A recusal must change what happens. Depending on the approved process, it may require removing access to an entry, excluding the person from its discussion, reallocating scoring and recording that they were absent from the decision. Replace the assessor where necessary so the entry receives the required independent consideration. Do not leave a conflicted person in an informal messaging group discussing the case while marking them absent in the official meeting. Define how new conflicts discovered mid-process are reported and how earlier work is reviewed. The procedure should work in the actual tools used by the panel.

Preserve a decision trail without exposing private files

Keep the record focused on governance: declaration received, assessment made, mitigation applied, people authorised to decide and the relevant version of the rules. Protect the underlying personal and commercial information rather than putting it into a public narrative. Retain scoring rationales in the agreed form so a result can be traced to criteria and evidence. A sponsor invoice should never appear as a scoring input. Establish a route for a process concern, with clear responsibilities and timing, without promising that disagreement with a judgement automatically produces a new result or an appeal right not contained in the rules.

Explain the process before announcing winners

Publish a concise explanation of the assessment stages, declaration policy and sponsor boundary before announcing winners. Report only procedures that actually operated. Do not claim independent auditing, expert endorsement or unanimous decisions unless they occurred and can be supported. For the proposed NUMU Progress Awards 2027, judges, final criteria and operating rules remain to be confirmed. This is a design proposal for a credible programme, not evidence that a panel already exists. The strongest reputation begins with a process that can withstand a difficult question, including a question from an applicant who did not receive recognition.
